More now on our top story. And Israeli 00:00
air strikes on Gaza continued overnight 00:02
despite growing optimism that a peace 00:04
deal could be reached soon. We've got 00:07
some live pictures coming to us from the 00:09
border which shows there is smoke coming 00:11
up from Gaza. Late on Saturday, Israel's 00:12
prime minister said he hoped to announce 00:16
the release of all remaining hostages in 00:17
the coming days. And negotiators are 00:19
converging on Cairo ahead of talks 00:22
tomorrow aimed at ending nearly two 00:23
years of war. Dr. James Smith is an 00:25
emergency doctor who spent two and a 00:28
half months in Gaza last year. He's now 00:30
a lecturer in humanitarian studies at 00:32
UCL and is regularly in touch with 00:33
medics in the territory. Thanks very 00:36
much indeed for being with us. What's 00:37
your impression of what's happening on 00:39
the ground at the moment while there's 00:40
this optimism towards a possible peace 00:42
deals? 00:44
>> Well, as as you've just reported and as 00:46
is always the case as negotiations get 00:49
underway, Israel has intensified its 00:52
violence throughout Gaza. We know that 00:54
at least 70 Palestinians have been 00:58
killed in the last 24 hours alone, most 01:00
of them in Gaza City. The hospitals 01:03
throughout Gaza are overwhelmed every 01:06
single day uh uh by the continuous 01:09
influx of injured and and and mortally 01:11
wounded Palestinians from Israel's 01:14
attacks. In the last week alone, Israel 01:16
has continued to target our healthcare 01:20
worker colleagues. Nurse Marwan Abdin 01:22
was shot by an Israeli drone inside NASA 01:25
hospital. MSF occupational the therapist 01:28
Omar Hayek killed while waiting for the 01:31
bus to go to work. Nurse Taznim al-Hams 01:33
kidnapped in Moasi. The situation as you 01:36
describe is is as bad as it has been at 01:39
the worst of um the days over the course 01:42
of the last two years. So tell me, how 01:45
is it going to affect uh the 01:48
distribution of aid, for example, if 01:50
there is a withdrawal to an initial line 01:52
by the Israeli forces? Is that going to 01:54
complicate or is that going to make it 01:56
easier for you to get aid to the right 01:57
places? 01:58
>> Well, the short answer is, I mean, it is 02:00
impossible really to to navigate uh the 02:03
distribution of humanitarian aid while 02:06
the Israeli military remains in Gaza, 02:08
while the Israeli military continues to 02:11
occupy the Gaza Strip. Of course, uh the 02:12
withdrawal of Israeli troops and and a 02:15
complete sessation of Israel's attacks 02:17
from air, sea, and the ground is 02:19
absolutely necessary such that there can 02:22
be an upsurge in um in the delivery of 02:24
of humanitarian aid 02:28
>> because one of the points that the the 02:31
peace plan sets out is is to do with 02:32
that, isn't it? The kind of distribution 02:34
is supposed to be without interference 02:36
and it'll be conducted through the UN 02:38
and its agencies and the Red Cresant and 02:39
so on. Um, how how critical do you think 02:41
it'll be to have the the Rafa crossing 02:43
reopening for that? 02:45
>> It's essential. I mean, Israel has 02:47
maintained complete control over 02:50
humanitarian access as a core pillar of 02:51
its genocide. Um, Israel can have no 02:54
role in the coordination and 02:58
distribution of humanitarian aid. must 03:00
be managed independently through uh 03:02
wellestablished and trusted uh 03:05
humanitarian organizations which of 03:08
course must be led by uh Palestinian 03:10
humanitarian organizations and 03:13
Palestinian civil society which is best 03:15
placed to respond to those needs. But I 03:17
must be clear that what we need to 03:21
really emphasize here is that the 03:23
genocide needs to stop. That's not 03:24
something that can be subject to 03:26
negotiation. Many of the terms of this 03:28
20point plan are simply legal and 03:31
political responsibilities that are 03:34
incumbent on all states and Israel as an 03:35
occupying power. The USA is presenting 03:38
itself as a broker of peace, which 03:41
frankly is perhaps the most absurd label 03:43
that one could ascribe to the US state 03:45
given the violence and oppression that 03:48
it has wrought worldwide, particularly 03:49
in Palestine. What we need to be focused 03:51
on now is ending Israel's ongoing 03:54
violence and orientating towards the 03:57
serious questions of accountability and 04:00
justice. It's deeply concerning that 04:02
very few are are talking about the 04:05
conditions of occupation, apartheid, and 04:07
slow genocide that Israel continues to 04:09
impose on Palestine and the Palestinian 04:12
people. 04:15
>> What does uh peace look like if we don't 04:16
address these underlying foundational 04:18
issues? 04:20
>> Dr. Dr. James Smith, thank you very much 04:21
indeed for talking to us and just want 04:22
to point out that Israel does deny that 04:24
it's responsible for genocide in Gaza. 04:26
